NZ Chinese Business Club 2025 Annual Gala Dinner

女士们、先生们、朋友们，

Ladies and gentlemen, 

Dear friends,

大家晚上好。

Good evening!

很高兴与陈世杰总领事及其他中国使领馆的同事一道出席今天的年度晚宴。首先，感谢杨博士的盛情邀请。也要向所有的获奖华商表示祝贺。借此机会，我还要感谢在座各位长期以来对中新关系发展的关心与支持。

I am excited to attend, together with Consul-General Chen Shijie, the NZ Chinese Business Club Annual Gala Dinner this evening. First of all, I would like to thank Dr. Yang for the invitation. Warm congratulations to all the award winners. I would also acknowledge everyone present here for your support for the development of China-New Zealand relationship.

如财政部长威利斯所提到的，今天上午，中国全国人大常委会委员长赵乐际阁下圆满结束了对新西兰的访问。此访延续了中新两国高层交往的积极势头，为进一步巩固扩大政治共识，加强人文交流，深化务实合作，推动两国立法机构间的交流与合作发挥了重要作用。两国议会间加强交流，有助于充分发挥人文交流对两国关系发展的基础和支柱作用，也有助于推动中新互利共赢经贸合作提质升级。

Talking about the relationship, as was mentioned by Min. Willis, earlier today, H.E. Zhao Leji, Chairman of the Standing Committee of Chinese National People’s Congress successfully concluded his visit to New Zealand. The visit has continued the positive momentum for high-level exchanges between our two countries, playing an important role in further consolidating and expanding political consensus, strengthening people-to-people exchanges, deepening practical cooperation, and promoting collaboration between the legislative bodies of the two countries. Strengthening exchanges between our legislative bodies will help give full play to the role of people-to-people exchanges as a foundation and pillar for the development of over all bilateral relations, which will, in turn, contribute to upgrading and improving the mutually beneficial China–New Zealand economic and trade cooperation.  

此次访问的成功令我深受感动。其中一个亮点是今早举行的路易˙艾黎纪念馆揭幕仪式。路易˙艾黎是中新友谊的先行者，广受赞誉。新西兰时任总理比尔˙英格利希誉其为“时代的传奇”，戴维˙朗伊总理赞其为“新西兰最伟大的儿子”。邓小平先生称其为“伟大的国际主义战士”，习近平主席称其为“中国人民亲密的新西兰朋友”。这一切都源于他为中国的独立与建设、为促进中新关系发展所作的贡献。路易·艾黎这个名字在中国几乎家喻户晓—许多中国民众正是通过他、因为他才开始了解新西兰。尽管有一段时间，他的所作所为并未被新西兰的每个人所完全理解，但他始终矢志不渝，坚守着通过友谊与合作实现互利共赢的坚定信念。这一信念的意义，已从两国关系迄今的发展中得到充分证明，赵乐际委员长此次成功访新更是其最新例证。

I was deeply touched by the success of the visit. One of the highlights was the opening, this morning, of the Memorial Museum dedicated to Rewi Alley, who was in many ways a trailblazer for China-New Zealand friendship. He has been characterized in different ways: as a legend in his own time by then Prime Minister Bill English, as the greatest son of New Zealand by then Prime Minister David Lange，and as a towering internationalist by Deng Xiaoping, and more recently, as a great New Zealand friend of Chinese people by President Xi Jinping. All these because of what he did for China’s independence and construction and for the promotion of the relationship between our two countries. Rewi Alley has become almost a household name in China. A lot of the Chinese people got to know New Zealand through him and because of him. What he did was not exactly understood by everyone in this country for a while, but he persisted anyway in his strong belief of mutuality of benefits through friendship and cooperation. And his belief has been vindicated by what has happened since and what is going on in the relationship, which is showcased more recently by the very successful visit by Chairman Zhao.

在中新高层良好互动的引领下，今年以来，两国务实合作不断取得新进展：中新贸易保持了良好的增长势头。

So guided by the positive high-level engagement between our two countries, our practical cooperation has continued to make new progress this year.

上半年，双边贸易总额达209.2亿新元，同比增长9.4%。其中新对华出口额123.6亿新元，同比增长12.6%，占同期新出口总额的21%。乳制品、木材、肉类等产品对华出口均实现增长，全年双边贸易总额有望再次超过400亿新元。

Bilateral trade has maintained a robust growth momentum. In the first half of the year, bilateral trade reached 20.92 billion NZD, up 9.4% year-on-year. New Zealand’s export to China totaled in that period 12.36 billion NZD, an increase of 12.6%, accounting for 21% of New Zealand’s total export. Export of dairy products, timber, and meat to China all recorded positive growth. The total annual bilateral trade is expected to exceed 40 billion NZD again. 

前不久，新政府已与中方造船厂达成协议，建造2艘库克海峡渡轮，再次拓展了双边合作领域。本月初，新西兰开始对持澳大利亚签证的中国游客免签，中国已将对新西兰免签30天的政策延续至2026年底。

Recently, the New Zealand government announced arriving at an agreement with a Chinese shipyard to build two Cook Strait ferries, further expanding the scope of our cooperation. Earlier this month, New Zealand commenced visa-waiver travel for Chinese tourists holding Australian visas, and China has extended its 30-day visa-free policy for New Zealand citizens until the end of 2026.

这些都是双方共同努力的结果，期待未来两国能够在此基础上，继续扩大在绿色能源、基础设施等更多领域的互利合作。

These outcomes are the results of our joint efforts. We look forward to building upon this foundation to expand the mutually beneficial cooperation in even more areas, such as green energy and infrastructure.

女士们，先生们，

Ladies and Gentlemen,

中新合作前途光明，潜力巨大，一个根本原因是：中国作为世界第二大经济体，既是全球最大的市场之一，也日益成为创新的重要来源地。

As the world’s second-largest economy, China is not only one of the largest markets globally, but also increasingly a key source of innovation. This very fact is a fundamental driver for the bright prospects and great potential of China–New Zealand cooperation. 

据国际货币基金组织测算，中国经济每增长1个百分点，将带动其他经济体产出水平平均提高0.3个百分点，中国经济的持续健康发展将为包括新西兰在内的世界各国提供更多发展机遇。

According to estimates by the IMF, every 1 percentage point of increase in China’s economic growth boosts the output of other economies by an average of 0.3 percentage points. China’s sustained and healthy development will create more opportunities for countries around the world, including New Zealand.

不久前，中共二十届四中全会通过了关于制定“十五五”规划的建议。中国将继续以高水平对外开放促进深层次改革、推动高质量发展，为世界经济带来更多稳定性和确定性。四中全会精神和“十五五”规划内涵十分丰富，传递了以下三条关键信息。

Not long ago, the Fourth Plenary Session of the 20th CPC Central Committee adopted the proposal for formulating the 15th Five-Year Plan. In the next five years and beyond, China will continue to advance high-standard opening-up to promote deeper reforms and high-quality development, bringing more stability and certainty to the world economy. The Plenum and Proposal for the15th Five-Year Plan have 3 key messages:

首先，不管国际形势如何变化，中国都将集中力量办好自己的事。具体来说，就是中国将继续坚持以经济建设为中心，为2035年基本实现社会主义现代化奠定更加坚实的基础。中国将在“十五五”时期充分发挥中国特色社会主义制度优势、超大规模市场优势、完整产业体系优势、丰富人才资源优势，把各方面优势转化为高质量发展的实际效能。

First, regardless of how the international landscape evolves, China will remain focused on managing our own affairs well. Specifically, we will continue to prioritize economic development, laying a more solid foundation for basically achieving socialist modernization by the year of 2035. In the next five years, China will fully leverage the strengths of its socialist system with Chinese characteristics, its mega market, comprehensive industrial system, and abundant talent resource base, and translate these advantages into tangible outcomes of high-quality growth and development.

第二，中国将继续加大自主创新和构建现代产业体系力度。下一个五年，中国将进一步加强原始创新和关键核心技术攻关，推动科技创新和产业创新深度融合，使科技创新引领新质生产力、促进高质量发展取得更大成效。

The second message is China will continue to step up efforts in endogenous innovation and in building a modern industrial system. In the next five years, we will bolster original innovation and R&D in key and core technologies, deeply integrate scientific and technological innovation with industrial innovation.

同时，中国还将继续优化提升传统产业，培育壮大新兴产业和未来产业，加快建设现代化产业体系。这不仅将为中国经济注入活力，也会为人类共同应对风险挑战，促进全球共同发展注入新的活力。

At the same time, China will continue to upgrade and enhance traditional industries, foster and expand emerging and future industries, and accelerate the building of a modern industrial system. This will not only inject new vitality into China’s economy, but also add fresh momentum to humanity’s joint efforts to address common challenges and promote common development.

第三，中国将继续坚持高水平开放。中国坚定维护以世界贸易组织为核心的多边贸易体制，持续推进高水平开放，主动分享超大规模国内市场机遇，成为保护主义逆流之中的“稳定锚”。

The third key message is China will continue to pursue high-standard opening-up. China is strongly committed to upholding the multilateral trading system with the WTO at its core, advancing high-standard opening-up, and proactively sharing the opportunities of its super-sized domestic market, serving as a “anchor of stability” amid rising unilateralism and protectionism.

作为负责任的主要发展中经济体，中国宣布在世贸组织当前和未来谈判中将不在寻求新的特殊和差别待遇，以自身开放促进共同开放，为世界注入确定性和正能量。

As a responsible major developing economy, China has announced that it will no longer seek new Special and Differential Treatment in current and future negotiations at the WTO. By further opening itself up, China will promote shared opening-up worldwide and provide the world with more certainty and positive energy.

前不久中国与东盟签署了中国—东盟自贸区3.0版升级议定书。这充分体现了中国支持多边主义、以规则为基础的多边贸易体制和自由贸易的庄严承诺。

A recent example is the newly signed Protocol to Upgrade the China–ASEAN Free Trade Area to Version 3.0, fully demonstrating China’s firm commitment to multilateralism, the rules-based multilateral trading system and free trade.

目前，中新两国正在进行自贸协定项下服务贸易负面清单谈判，这将进一步激发两国服务贸易合作潜力，打造中新贸易新的增长点。

At present, China and New Zealand are conducting negotiations on a negative list for trade in services under the bilateral FTA, which will further unleash the potential for cooperation in services trade and create new growth areas for both economies.

与此同时，中国始终致力于主动对接高标准国际经贸规则，积极寻求加入CPTPP和DEPA，在促进自身开放发展的同时，与世界共享发展机遇。

Meanwhile, China remains committed to aligning itself with high-standard international economic and trade rules, and is actively seeking accession to the CPTPP and DEPA—sharing opportunities with the world while advancing its own high-level opening-up.

女士们、先生们，

Ladies and Gentlemen,

新西兰华商俱乐部充分发挥桥梁纽带作用，深化中新关系的民间基础，赋能华人企业做优、做强、做大，使其成为新经济的利益攸关者、参与者和贡献者，为促进两国经贸、人文等各领域务实合作做出了积极贡献。衷心希望未来大家能够继续发挥独特优势，为双边互利关系发展发挥更大作用，从而造福两国及两国人民。

The NZ Chinese Business Club has a major role to play in both empowering Chinese businesses to grow better, stronger and bigger, but also empowering the Chinese businesses in New Zealand as stakeholders, and more importantly, as participants and contributors, building bridges between China and New Zealand and promoting the people-to-people links, practical cooperation and growth in the broader relationship between our two countries, which, I firmly believe, will bring mutual benefit for both of us, particularly both our peoples.

最后，祝今晚的晚宴活动圆满成功，祝华商俱乐部越办越好，祝大家事业兴旺、财源广进，祝中新关系再上层楼。

With these words, I conclude my remarks this evening, and wish the gala dinner a full success. May all your businesses thrive. And may the China-New Zealand friendship go from strength to strength.
